Over the past few years, Lebanon has grappled with a severe economic crisis resulting in significant challenges for its population. Approximately 80% of the people now live in poverty, exacerbated by a staggering 500% increase in the cost of food within a year, leading to inflation. The Lebanese pound has depreciated by over 90%, further intensifying the economic turmoil. Notably, the backbone of Lebanon's economy, Agriculture, has faced a more than 50% increase in production costs.
In response to this socio-economic crisis, there is a pressing need to revitalize and fortify the Lebanese food system. Despite the adversity, the crisis has spurred developmental projects within the food sector. However, there is a lack of comprehensive data on the impact of these initiatives on farmers, producers, agri-businesses, and the overall sustainability of the sector.
In this context, the Environment and Sustainable Development Unit (ESDU) has started a new project called RE-LEAF: Fostering Rural Areas through Enhancing the Efficiency of Legume Value Chain for Agribusinesses and Small-Scale Farmers. The project, funded by the DROSOS Foundation in Switzerland, aims to strengthen Lebanon's agri-food sector by enhancing developmental efficiency and empowering small-scale farmers and agri-businesses. The geographic focus spans the regions of North and Mount Lebanon, with a project duration of three years.
The RE-LEAF project is designed with three key objectives:
- Enhancing the efficiency of developmental initiatives within the legume value chain.
- Increasing access to employment and income for farmers and producers engaged in the legumes value chain.
- Improving the economic growth of businesses involved in the legumes value chain.
The RE-LEAF project is expected to enhance the efficiency of the developmental activities through a mapping of the previously done projects, enhance and sustain the performance of the engaged producers in the legume value chain through capacity-building activities, and enhance and sustain the performance of businesses through capacity building of the entities, and linking them to market channels.
The project aims to benefit 100 farmers and producers, with a specific focus on engaging youth and women in the targeted regions. Additionally, 10 cooperatives, SMEs, or startups involved in the legume value chain will receive support to enhance their economic sustainability.
RE-LEAF represents a vital step towards mitigating the adverse effects of Lebanon's economic crisis on its agri-food sector. By focusing on efficiency, empowerment, and economic growth within the legume value chain, the project aspires to revitalize the country's agricultural landscape and foster sustainable development.
على مدى السنوات القليلة الماضية، واجه لبنان أزمة اقتصادية حادّة أدّت إلى تحديات كبيرة لسكانه. يعيش حوالي 80٪ من الشعب الآن تحت خط الفقر، وقد تفاقم هذا الوضع بسبب ارتفاع أسعار المواد الغذائية بنسبة مذهلة بلغت 500٪ خلال عام واحد، مما أدى إلى تضخم كبير. كما فقدت الليرة اللبنانية أكثر من 90٪ من قيمتها، مما زاد من حدة الأزمة الاقتصادية. وتجدر الإشارة إلى أن العمود الفقري للاقتصاد اللبناني، أي قطاع الزراعة، شهد ارتفاعًا في تكاليف الإنتاج بأكثر من 50٪.
استجابةً لهذه الأزمة الاجتماعية والاقتصادية، هناك حاجة ملحّة لإعادة تنشيط وتعزيز نظام الغذاء اللبناني. وعلى الرغم من الصعوبات، فقد أدّت هذه الأزمة إلى إطلاق مشاريع تنموية في القطاع الغذائي. إلا أن هناك نقصًا في البيانات الشاملة حول تأثير هذه المبادرات على المزارعين، والمنتجين، والمشاريع الزراعية، واستدامة هذا القطاع بشكل عام.
في هذا السياق، أطلق قسم البيئة والتنمية المستدامة (ESDU) مشروعًا جديدًا بعنوان RE-LEAF: تعزيز المناطق الريفية من خلال تحسين كفاءة سلسلة قيمة البقوليات للمشاريع الزراعية والمزارعين الصغار. يهدف المشروع، الممول من مؤسسة DROSOS في سويسرا، إلى تقوية القطاع الزراعي الغذائي في لبنان من خلال تعزيز الكفاءة التنموية وتمكين المزارعين الصغار والمشاريع الزراعية. ويركز المشروع جغرافيًا على منطقتي شمال لبنان وجبل لبنان، ويمتد لمدة ثلاث سنوات.
وقد صُمم مشروع RE-LEAF لتحقيق ثلاثة أهداف رئيسية:
- تحسين كفاءة المبادرات التنموية ضمن سلسلة قيمة البقوليات.
- زيادة فرص الوصول إلى العمل والدخل للمزارعين والمنتجين العاملين في هذه السلسلة.
- تعزيز النمو الاقتصادي للأعمال التجارية المنخرطة في سلسلة قيمة البقوليات.
ومن المتوقع أن يُحسن المشروع كفاءة الأنشطة التنموية من خلال إجراء خريطة شاملة للمشاريع السابقة، وتعزيز واستدامة أداء المنتجين المنخرطين في سلسلة البقوليات من خلال أنشطة بناء القدرات، بالإضافة إلى دعم أداء الأعمال من خلال بناء قدرات الكيانات وربطها بقنوات السوق.
ويهدف المشروع إلى دعم 100 مزارع ومنتج، مع تركيز خاص على إشراك الشباب والنساء في المناطق المستهدفة. كما سيتم دعم 10 تعاونيات أو شركات صغيرة ومتوسطة أو ناشئة تنشط في سلسلة قيمة البقوليات لتعزيز استدامتها الاقتصادية.
يمثل مشروع RE-LEAF خطوة حيوية نحو التخفيف من الآثار السلبية للأزمة الاقتصادية في لبنان على قطاعه الزراعي الغذائي. ومن خلال التركيز على الكفاءة والتمكين والنمو الاقتصادي ضمن سلسلة قيمة البقوليات، يطمح المشروع إلى إعادة إحياء المشهد الزراعي في لبنان وتعزيز التنمية المستدامة.
