The state of “uncertainty” is not recent in our region; it is not a transient stage. It is the context in which people work and live. In addition to wars, conflicts, and political instability, the region has also weathered environmental disasters. The Arab region is not an exception but a microcosm of many other areas of the world. The last three decades have been characterized by political, economic, environmental, and social uncertainty across the world; with wars, conflicts and environmental disasters have proliferated in different regions of the globe. The impact of these disasters is also greater as a result of increasing urbanization, and climate change.
